The Wage Peace Sculpture is by far one of the best ideas I have ever heard of for "Death Tools". If I did own a weapon I would send it to Fredy UPS, ASAP. Let the "World" know when this work is to be un-vailed.
For a location, how about near/in the San Francisco Bay. I vote for the home of the hippie freeloveing 1960's peace freaks, San Francisco. For design, I have to go with the peace sign. It is internationaly recognizable as the symbol for peace.
How about having a giant peace sign hanging from the Golden Gate Bridge.
